Day Report Program
The First District Court Day Report Program provides an alternative for pretrial and sentenced offenders and fills a gap between jail, probation and prison. Offenders may be sentenced to the program in lieu of jail, as part of probation or as a condition of release from jail on bond. Offenders must report to the program twice a day for Breathalyzer tests. Offenders may also be required to submit to random urine screen tests. The Day Report staff monitors activities and program compliance. The program is self-sustaining through a $10.00 per day user fee. Community Corrections funds program costs for indigent felony offenders on a short-term basis. Probation Officer Judy Bodine supervises the Day Report Program.

Employment & Training Program
The Employment and Training program targets offenders who are unemployed or under-employed who are seeking skills necessary to receive job/vocational training and enter/re-enter the labor market. The program focuses on four populations; pretrial clients, unsentenced offenders, sentenced offenders and probation violators. Offenders who are incarcerated attend a 10-hour Employability Skills Workshop and are eligible for an incarceration reduction upon successful program completion. All offenders are referred to Michigan Works for Core Employment Services and assessment for Intensive and Training Services. Renee Mignano is the Correction Liaison who supervises the Employment and Training program.
Eligibility Criteria
- Under or unemployed
- Have a specific barrier or disability that prohibits obtainment of permanent employment
- If sentenced, sentenced to jail with Employment and Training or in lieu of jail
- Has no active substance abuse problem
- Sentenced to a minimum of 45 days
- Is a probation violator or is convicted of a probation violation
- Resident of Monroe County
Pretrial Services Program
The First District Court Pretrial Services provides defendant information to judicial officials at arraignment and provides supervision of defendants prior to conviction. Pretrial Services interviews defendants and provides background and criminal history information to the courts at the defendant's first court appearance. Pretrial Services supervises defendants released on bond and monitors compliance with bond conditions. Pretrial officers track defendant accountability of court dates and make referrals to employment, education, counseling and treatment programs. Program Coordinator Lucy DeSilvis and Probation Officer Michelle O'Connor supervise the pretrial caseload.

- No criminal record indicating a pattern of violent offenses or assaultive behavior, no more then 3 convictions for assault in the last 5 years
- Pretrial drug offender (less than 50 grams)
- Pretrial OUIL offender
- Sufficient family/community ties

Probation Residential Services (30-60-90)
The Probation Residential Services program provides intensive substance abuse treatment for convicted felony offenders and probation violators. Program length requires a minimum of 30 days stay but no more than 90 days. The program provides assessment, individual treatment plan, group and individual sessions. Upon successful completion of the first 30 days treatment, offenders begin developing community contacts, which include finding a job, enrolling in school, developing a support system and finding a sponsor. The program is administered by The Salvation Army Harbor Light and housed at their residential facility on South Custer Road (M-50) in Monroe. Art Lutz supervises the program.

Probation Residential Center (PRC)
The Probation Residential Center (PRC) provides a residential alternative for convicted felony offenders and probation violators which providing monitoring, control and support services for up to 90 days. PRC focuses on integrating adult males into the community by assisting them in obtaining employment and establishing an appropriate place to live. The program partners with other local agencies to provide information on health, hygiene, drug awareness, education, employment, support groups and family issues. The program is administered by The Salvation Army Harbor Light and is located in Monroe on Front Street. Art Lutz supervises the program.

Relapse Prevention Program
The Relapse Prevention Program is a four week outpatient substance abuse treatment component located at the Monroe County Jail Dormitory Facility. Felony offenders and high-risk misdemeanants are assessed prior to program placement. The program focuses on behaviors and factors that contribute to offender relapse. Offenders have group and individual counseling sessions and an exit interview. The Salvation Army Harbor Light administers the program. Clinical therapist Kristen Nabnozy supervises the program.
Eligibility Criteria
- Sentenced or convicted non-violent, felony or misdemeanant offenders who have a history of substance abuse.
- No criminal record indicating a pattern of violent offenses of assaultive behavior, no more then 3 convictions for assault in the last 5 years
- Was convicted of a probation violation
- Sentenced to a minimum of 60 days
- Psychologically and physically able to participate in the program
- This program is 3 days a week, for 4 weeks long.
Cognitive Behavorial Program
The Cognitive Behavioral Program will include assessment, group, lectures and weekly individual therapy. Therapy will consist of 4 hours a day for 5 days a week, for 7 weeks. The program will be held in the Monroe County main jail facility. Sessions focus on cognitive self change, identification of barriers to change, drug education, recognizing high risk situations, handling urges and social pressure, anger management and building a support system. The Salvation Army Harbor Light administers the program. Christina Green is the program therapist.

- Sentenced to jail
- No criminal record indicating a pattern of violent offenses of assaultive behavior, no more then 3 convictions for assault in the last 5 years
- No felony detainer or charges pending
- Sentenced to a minimum of 60 days
- Psychologically and physically able to participate in the program
- Was convicted of a technical probation violation
CSC Program
The CSC program begins with an assessment to evaluate the appropriateness for the program, to review the group rules, and to educate the client on the treatment plan. The group is a 16-week program, meeting 90 minutes per week. The group will focus on cycles of abuse, relapse prevention, and victim empathy. The course includes the following topics: introduction, thinking errors, feeling links, grooming behaviors, values clarification, the pre-assault cycle, and anger management, assertiveness training, learning about victims, consent, reframing distortions, normal sexual behaviors, social skills, interpersonal skills, communication skills, and support planning.
Eligibililty Criteria
- Offender is a probation violator.
- Offenders who have a history of a sex offense.
- Offender is a habitual offender.
- Facing at least 60 days in jail.
- Is coherent, rational and oriented in all spheres.
- Mental state does not preclude ability to comprehend the materials and information presented to participate in the treatment program.
- Not actively psychotic or exhibiting psychiatric symptoms that require specific interventions not available in this program.
- Not combative or of physical danger to him/herself or to the staff.
Over the years, the Monroe County criminal justice system has partnered with several local public and private agencies to focus on the development and implementation of client assistance programs. Designed to promote treatment and education through early intervention, these programs address a variety of concerns. The programs provide a cost effective alternative to incarceration and criminal prosecution with an emphasis on public safety. Some of these programs include:
