Monroe County Mental Health Recovery Court OVERVIEW
The Monroe County Mental Health Recovery Court is a specialized court through the Monroe County 1st District Court that assists individuals with community-based support services who have a serious mental illness and are a criminal potential participant. In lieu of traditional court proceedings, the MCMHRC team provides multidisciplinary recommendations to the court to assist in the courts oversight.

Reduce criminal behavior and decrease incarceration of the mentally ill.
The program is ideally a minimum of 12 months.
The program integrates treatment into the resolution of the case. The fundamental principal of the program is that people who engage in criminal behavior due to their mental illness and/or intellectual disability and co-occurring substance abuse disorder should undergo appropriate treatment in order to modify their behavior and achieve recovery.
Punishment, such as jail alone has proven to be costly and often ineffective for these individuals.
The person must remain of good behavior and comply with their treatment.
Diagnosis of a serious mental illness
At least 18 years of age
Resident of Monroe County
Eligible for case management services through Monroe County Mental Health Authority
Participant voluntarily agrees to participate
ACCEPTANCE INTO MCMHRC
Anyone can make a referral
Potential participants may be referred to the MCMHRC at any time along the continuum from arraignment to case closure.
Referrals to the program must include completed referral form and a copy of the criminal complaint
The County / City Prosecuting Attorney will review the potential participants charge and prior record.
Monroe Community Mental Health Authority must review and screen for clinical eligibility for community mental health services.
The MCMHRC Team will review the eligibility of the potential participant and determine whether sufficient support exists in the community to safely and effectively manage the potential participant in the program.
